The California Hazmat Process — Step by Step
California has the largest hazmat trucking market in the country. The Ports of Los Angeles, Long Beach and Oakland move container volumes that need hazmat-endorsed drivers, the Wilmington and Bay Area refineries run constant fuel loads, and the Central Valley moves agricultural chemicals year-round.
California also runs a strict sequence, and it's different from most states. Doing it in the wrong order costs you a wasted trip.

Apply at California DMV and pass the knowledge test
Complete the Hazardous Materials Endorsement Application (Form DL 31), present your medical certificate, and sit the 30-question test. DMV then issues a CLP or temporary licence marked “Not valid for carrying hazardous materials.” DMV: (800) 777-0133.

Pre-enrol with TSA — only now
This is the California-specific rule. You cannot start TSA until DMV has issued your CLP or temporary licence. Pre-enrol at tsaenrollmentbyidemia.tsa.dhs.gov or call 1-855-347-8371.

Attend fingerprinting at a UES centre
Bring your CLP or temporary licence, identity documents, citizenship or immigration documents, and payment. The appointment takes about 20 minutes; TSA processing then runs 30–60 days.

DMV mails your new CDL
Once TSA clears you, California DMV mails a new CDL carrying the hazmat (H) endorsement. Destroy all prior licences. Valid five years, with a renewal reminder 90 days before expiry.
The California-specific mistake
You can't start TSA before you've tested at DMV
In many states the knowledge test and the TSA check run in parallel. Not in California. DMV has to issue your CLP or temporary licence before TSA will take your pre-enrolment, so the 30–60 day clock cannot start until you have passed the test.
That makes the DMV visit the real bottleneck. Book it the moment your ELDT shows in the registry, then pre-enrol with TSA the same day you walk out.

Worth knowing before you worry. The temporary licence saying “not valid for carrying hazardous materials” is normal and expected — it's not a rejection. It stays in place until TSA clears you.

The test covers federal hazmat regulations, materials identification, placarding rules and thresholds, the Hazardous Materials Table, shipping papers, the segregation table, and emergency response. All questions come from Section 9 of the California Commercial Driver Handbook.
California adds its own permits for some loads. Certain classifications and quantities carry extra permit or route requirements. Contact the California Highway Patrol and the Department of Toxic Substances Control for hazardous waste, or the Department of Health Services for medical waste.

Hauling Fuel or Chemicals in California? You Need the X
If you're running fuel out of Wilmington or Carson, chemicals from the Bay Area refineries, or tank work around the ports, hazmat alone isn't enough. Tank vehicles need the tanker (N) endorsement too — and holding both shows as the X endorsement.

Why does my licence say “not valid for hazardous materials”?+
That's normal, not a rejection. California issues a CLP or temporary licence with that restriction after you pass the knowledge test, and it stays until TSA clears you. DMV then mails a new CDL with the endorsement.
